The insulation inside this crawlspace is a mess and it’s installed incorrectly, the vapor barrier (which is the paper or plastic side) is facing down instead of up. Insulation should always be installed with the vapor barrier to the warm house side (e.g., in attics the vapor barrier is face down and insulation is up, in crawlspaces the vapor barrier is face up and insulation is facing down, and on basement or crawlspace walls the vapor barrier is facing out while the insulation is against the foundation walls.
